中文摘要	“长治”工程是一项集山水田林路和农业结构调整于一体的水土流失综合治理工程 ,它不仅改善了农业生产条件 ,而且增加了农业固定资产投入 ,提高农业生产科技含量 ,因此对农业经济增长有显著贡献。用柯布 -道格拉斯生产函数法分析得出长治工程对宁南县经济增长的贡献率平均为 34.38% ,多数年份 >30 % ,最高达 4 9.84 % ,直接贡献率平均值 11.6 8% ,小于间接贡献率平均值 2 2 .7% ,提示人们长治工程不能局限于生态环境建设 ,而应通过农业产业结构调整发展商品农业 ,并建立商品农业回馈投入机制 ,以促进“长治”工程的持续进行。
英文摘要	Yangtze River Harness” project is the engineering which tackle the problems concerning mountains,river,farmland, forests, roads and adjustment in agricultural structure of production in a comprehensive way, and it has not only improved agricultural producting conditions, but also increased producting fixed assets and technology contents, so it has notably contributied to agro economic increase.It has been analysed that the contribution rate of “Yangtze River Harness” project in agro economic increase of Ningnan County by Cobb Douglas production function and the results is generally more than 30% and averaged 34.38%. Its indirect contribution is 22.70% in average which is higher than the direct contribution averaged 11.68% . It has indicated the “Yangtze River Harness” project can not be confined to ecological environment construction, it should also develop commodity agriculture by adjusting agricultural structure of production and establish the feedback investing mechanism of commodity agriculture to water and soil conservation project to promote sustained and circulated development of “Yangtze River Harness” project.
