中文摘要	我国贫困山区在脱贫上已取得巨尢成就．但面向2l世纪的持续发展，需接受下列的捷战;计划经济向市场经济i士渡的新志势；持续发展战略的新要事全国市场形势的新变化，山区本身发展的新高度。因此，贫困山区发展战略的制定要有新的恩维：不以建立完整的产业体系为目标；市场配置资源代替资源配置市场；挑战买方市场创立名牌；大力发展商贸藏通业在产业发展上，农业的方向是实现产业化；工业发展应以特色和戴益为出发点，提高第三产业比重和术平；乡镇企业应以提高技术古量和产品档扶为中心；努力培育林果业，王然药物开发业、旅游，术电草蓄业等为新的经济增长点。
英文摘要	Impoverished mountain areas have gotten great successes in alleviating hungry suffering．Facing the 21st Century s sustainable development，the following s challenge the mountains：new situtaion of the transition from plan economy to nmrket economy；new requirements forpractising sustainable deve1．opment strategy；new changes of market and new standard of mountain development itself Drawing up development strategy in impoverished mountain are&s must have new thinkings：not need to set up all integral industrial system as a goal；market locating resources replaces resources locating market；creating famous brand products for suiting buying market；accelerating the developments of trade an d currency The suggestions for industrial development are given as foUows：agriculture must realize its industrialization；industry must pay attention to set up ow pa rticular and improve its benefits；raising the prop3rtion of the tertiary industry,in GDP and level：ruml enterprises must focus its attention on improving its technological oondition and product grade．It is necessary for the region to develop forest an d fruit trees，natural plant-edicine，tourism ，hydmeletric power，plant -eating animals as new econolnic growing points.
