中文摘要从环境制度、环境科技、经济水平、环保人才、公众参与、环境法规、环境安全等7个方面建立指标体系,利用指数形式来定量评估环境安全管理的综合能力并进行等级区划。结果表明:西藏自治区、海南省、贵州省、江西省是4个低谷区;北京市、上海市、天津市、浙江省是4个高峰区;环境安全管理综合能力基本呈现出东部地区高于中、西部地区,华北地区、沿海地区高于内陆地区的空间分布规律。北京、上海2市环境安全管理综合能力属于A类区域,A、B两类区域占全国31个省市区的29.0%,C类区域占64.5%,D、E两类区域占6.5%。 
英文摘要Environmental safety management is a kind of complicated systematic engineering covering a wide range of fields,rich in connotations and diverse in forms.This paper establishes an index system from seven aspects including environment system,environmental technology,economic level,qualified environmental protection personnel,public participation,environmental laws and regulations and environmental safety.The results indicate that Tibet,Hainan,Guizhou and Jiangxi are the four regions with the lowest values,while Beijing,Shanghai,Tianjin and Zhejiang are the four regions with the highest values;and that the comprehensive capability of environmental safety management is basically distributed in such a rule that the eastern region is higher than the central and west regions,and North China region and coastal region are higher than inland region.As for the comprehensive capability of environmental safety management,the two cities,i.e.Beijing and Shanghai are Grade-A regions.The proportion of Grade-A and Grade-B regions accounts for 29.0% of the total 31 provinces(municipalities or autonomous regions)of the whole country,while that of Grade-C region accounts for 64.5%,and that of Grade-D and Grade-E regions accounts for 6.5%.
