中文摘要	政协和人大的提案工作是政协委员和人大代表的重要政治活动.基于原始档案,文章通过对第五届全国政协和全国人大(1978~1982)有关科技体制的提案的梳理,着重论述了五届政协委员和人大代表对于当时的科研队伍建设所存在的问题的一些思考和分析.改革开放之初科研队伍的建设与科技体制的改革面临诸多问题,对这些问题的研究有助于我们检讨科研政策的得失,认识中国科学与政治、社会之间复杂的调试过程.
英文摘要	The proposals is an important political activities for the deputies of the CPPCC and the NPC.Based on the original file,the paper sorting out the scientific and technological system proposals of the 5th CPPCC National Committee and NPC（1978 ~ 1982）,and focuses on the problems of research team building＇s thinking and analysis.There are some problems that the team building and technology research system reform must be faced at the beginning of the reform and opening up.Research on these issues will help us review the pros and cons of research policy,and realize the complex debugging process between politics,sociality and science in China.
