英文摘要China has rich wind energy resources. According to the international experience, the large-scale development of wind power generation has extremely positive function in alleviating the tense energy complexion in the development phase of the heavy chemical industry in China, and in optimizing the energy consumption pattern. According to the "Medium and Long-term Development Plan for Energy "of China, wind power is the third largest power source for China, after thermal power and the water power. The next 30 years will be an important time of opportunity for the fast development of the wind power industry. Different from coal, petroleum, natural gas and so on, energy which can be transported, the wind energy belongs to the immovable climatic resources; wind farms must rely on the spatial distribution of wind energy resources. In view of the fact that the wind electricity itself has undulation characteristic and the constructed electrical network in China has lower antijamming characteristics, China must unify the generation by using the local application of wind power in choosing the large-scale non-grid-connection pattern to carry out one innovative way that fits the national condition of China. This pattern, also, can develop the wind electricity industry, the wind machine manufacturing industry, and the partial heavy chemical industry, which consumes the wind electricity on the spot. Without doubt, the development and construction of large-scale, non-grid-connection wind electricity will greatly influence the wind electricity industry layout, especially under the restraints of society's goal to conserve resources and be environmentally friendly. This will, also, enable the heavy chemical industry, under the existing pattern, to carry out its the spatial distribution. By analyzing the influence factors of the layout of wind farms, as well as the wind electricity consumption industry, this paper established the basic research frame for the wind electricity industry layout. Taking the province territory as the example, it discussed the basic layout for the national wind electricity industry in China, and provides the scientific basis for China to effectively develop wind energy resources and to scientifically collocate high energy consumption and non-coal industrial operations.
