中文摘要	产业是区域经济的重要组成部分，产业的发展及定位对于区域经济的发展至关重要。主导产业是区域产业组织的核心，产业结构是区域进行资源配置，实现资源增值的载体。在经济体制和生产效率一定的前提下，区域经济增长的效率及发展在很大程度上取决于区域产业基本目标的规划、主导产业的确定、产业结构的优化以及产业目标规划的实施途径，即产业定位。伊犁河流域作为新疆经济发展欠发达的地区，研究该地区的产业经济发展状况以及进行合理的产业定位，对于促进该地区产业发展和提升该地区的经济实力具有一定的理论和现实意义。伊犁河流域产业经济发展基础的SWOT分析结果为：①发展优势：地缘优势，具有一定的产业基础，充足的光热资源、水资源，丰富的矿产资源，独特的旅游资源和生物资源等；②弱势：区域分工地位的制约，市场环境的制约；③机会：西部大开发战略的实施，中国入世，国内经济持续发展；④威胁：总体发展水平较低，人才与技术匮乏。伊犁河流域产业经济分析表明：①近50年伊犁河流域第一产业以传统农牧业为主，第二产业比重偏小，现代工业极不发达，第三产业比第二产业上升快，但内部结构不合理；产值结构与就业结构不对称；产业结构转换速度逐渐变缓，特别是1993年以后，转换速度相对较小；产业结构一直是靠着传统农牧业在发展演进，落后的工业和不发达的第三产业严重制约着流域产业结构的演进。②伊犁河流域经济发展总体上处于第Ⅲ等级，属于中等偏下发展水平。③发挥一极五点的带动作用，通过极、点的优先发展，形成一个完善的经济体系；预测未来极有可能形成的轴线应该是伊宁市—清水河—霍尔果斯发展轴。中亚市场潜力分析表明，中亚各国的经济一直保持稳定持续快速增长，中亚市场潜力较大；新疆与中亚国家经济与贸易结构上具有互补性，新疆在开拓中亚市场方面，前景广阔。优势产业分析表明，伊犁河流域产业发展中具有较大优势的产业有：第一产业中，主要是畜牧业、种植业；第二产业中，主要是农副食品加工业、食品制造业、饮料制造业、建材制造业、纺织业、皮革加工业、电力和热力的生产及供应业、煤炭采选业、冶金业；第三产业中，主要是商贸业、物流仓储业、金融和保险业、旅游业。根据伊犁河流域目前的经济发展态势，其经济发展定位应该是：面向中西亚，发展外向型经济，由农牧业大区建设成为资源经济强区和中亚经济高地。纵观伊犁河流域的区位条件与资源环境特点，伊犁河流域开发的产业定位应该为：充分发挥伊犁河流域资源丰富的特点，以保护生态环境为前提，以发展畜牧业、西部特色旅游业和现代物流产业为重点，面向国家需求，形成三大优势产业群，即建设我国西部能源开发基地及产业体系，建设我国西部名优特农林牧产品生产基地及绿色食品产业体系，建设新疆重要的轻工产品基地及产业体系；面向中西亚，形成三大优势产业群，即西部特色旅游及旅游产品生产与服务体系，向西出口加工基地及现代物流产业体系，面向中亚地区的高新技术产业基地及相关科研、服务体系，使伊犁河流域成为国内、国外双向开放的桥头堡。最后提出优先发展绿色农产品加工业集群的构想。Industry is a key component of the regional economy, so industry development and orientation are of the utmost importance for the regional economy development. Leading industries are the core of regional industrial organization, and industrial structure is the carrier of regional resources allocation and value-added resources. Under certain preconditions of the modern economic system and production efficiency, regional economic growth efficiency and regional economic development depend largely on the basic objectives of the regional industry planning, orientation of leading industries, industrial structure optimization and the implementation methods of industry-objective programming, that is industry orientation. The study of the regional industrial economic development situation and rational industry orientation in Ili River Basin of Xinjiang which is the underdeveloped economic area to promote industrial development and enhance the regional economic strength has a certain theoretical and practical significance. By the analysis on SWOT of Ili River Basin we can find: ① The strength: geographic advantage, certain industrial base, adequate light and heat resources, water resources, rich mineral resources, unique tourism resources and biological resources; ②The weakness: the restrict of district share and the market environmental; ③ The opportunity: the western development strategy, the entrance to WTO and the domestic economic development; ④The threats: the lower the overall level of development and the lack of talented person and technique. Through the analysis of industrial economic in Ili River Basin, we can find out: ①The primary industry bases on traditional agriculture and animal husbandry in Ili River Basin in recent 50 years, the secondary industry proportion is small with highly undeveloped modern industry, the tertiary industry increases faster than the secondary industry, but the internal structure is not reasonable; The output value structure and employment structure are asymmetrical; Industrial structure conversion rate changes gradually slow,especially after 1993, the conversion rate is relatively small; The industrial structure is to close right up against traditional agriculture and animal husbandry in the development and evolution, the backward industry and the undeveloped tertiary is seriously of the industry and developed behind the tertiary industry is seriously restricting the industrial structure evolution in Ili River Basin. ② Ili River Basin’s economic development is in third grades of the whole section, and the rank is in lower-middle level of development. ③ give full play to a great five-point the leading role, through giving the very point priority to the development, forms a perfect economic system extremely; The forecast indicates that Ili River Basin is very likely to form the axis in future which should be called Yining City - Qingshuihe - Huoerguosiaxis of development. The analysis on Central Asia market potential indicates that all kinds of countries’ economy in the Central Asia are keeping economic growth stable, so the Central Asia market potential is big; Economic and trade structures of Xinjiang and Central Asian countries are complementary. If Xinjiang open up the Central Asian markets, the prospect is broad. The competitive industry analysis shows that the larger superiority industries mainly include animal husbandry, farming,characteristic agricultural and sideline products processing industry, food manufacturing, beverage manufacturing, building materials manufacturing industry, textile industry, leather processing industry, electricity and heat production and supply industry, coal mining industry, metallurgy industry, business services, logistics warehousing, finance and insurance industry, tourism and so on. The analysis results show that the energy and coal chemical industry, green agriculture and green food, exporting-oriented processing industries, characteristic tourism and service industries, modern logistics are the five big leading industry systems in Ili River Basin. Finally, the paper suggests that green agricultural products processing industry cluster should be developed as a priority.
