中文摘要	论文从区域开放系统的理论综述入手，分析了陆桥新疆段开放系统的开放条件、系统的特征、系统结构、系统功能和对外开放格局。通过以上系统分析，提出了对外开放战略、地域开发模式和经济发展方向。对外开放战略为：①依托大陆桥，共建国际大通道；②纵深配置重点突破，依托口岸沿边辐射；③中亚经济圈国际合作战略。随着地区经济的发展，交通运输网络的完善，区域经济增长将出现“单轴—双轴—双环圈”的空间发展格局，近期内区域开发方略的基本思路是：“双轴开发，南北联动，兵（团）地（方）融合，共同推进”。远期实施准噶尔盆地环圈和塔里木盆地环圈的“双环圈开发”战略。区域开放系统的经济发展战略思路为“重点倾斜，局部赶超，总体协调，外向开拓”。论文对产业结构进行了调整，并结合新疆陆桥经济开放带中的战略分工及各子系统之间的相互协同，来造反陆桥沿线主导产业。论文对陆桥沿线开放系统进行了划分，对各区经济发展方向与重点进行了概述。最后，论文对陆桥新疆段开放开发提出了几点对策建议：①搞好经济技术开发区布局与建设；②搞好重点开放口岸的建设与布局；③大力发展外引内联；④完善增长极体系；⑤深化体制改革，加强规范化管理，构造开放的环境；⑥处理好开放开发与环境保护、生态建设的关系。 　 The paper begins with theory summarization of regional opening system, and then analyzes opening conditions, features, structure, functions and pattern of opening to outside of the regional system of the Xinjiang Section along the Second Euro-Asia Continental Bridge. Through the above study, the author puts forward opening strategies, regional development model and economic development orientation. The opening strategies are as follows: 1) to build big international passageway by relying on the continental bridge; 2) to allocate deeply, to break through focally, to radiate along the border by relying on the passes; 3) to cooperate internationally among the Mid-Asia Economic Circle. With the development of regional economy and the improvement of traffic system, the spatial pattern of regional economy development will change from "single-axis" to "double-axis", then to "double-circles". In the short run, the regional development strategies are "double-axis development, south-north coordination, regiment-locality coalescence, joint promotion". In the long run, it is to implement "double-circle development" of Zungar Basin circle and Tarim Basin circle. The economy development strategies are "to favor focally, to surpass partly, to coordinate generally, to open to the outside". The author presents the target to adjust industry structure and choose supporting industries for every prefecture. The author divide the opening system along the Second Continental Bridge and put forwards economy development orientation of every division. Lastly, the paper gives some suggestions for the opening and developing of Xinjiang: 1) Do well in the allocation and construction of economy and technology development zones; 2) Strengthen the construction and allocation of key passes; 3) Introduce investment from abroad and establish lateral ties at home vigorously; 4) Improve the system of growth pole; 5) Deepen system reform, strengthen strandard management and build opening environment; 6) Deal well with the relation between opening & developing and environmental protection & ecological construction.
