| 中文摘要 | 主体功能区划是国土空间规划的内容之一。进行主体功能区划就是在科学评价区域资源环境和社会经济发展现状基础上，对资源环境承载能力、开发潜力进行预测，并根据区域不同的战略选择，对国土空间按发展定位和发展方向进行空间划分，形成的承担不同程度开发功能的空间单元。本文在总结了主体功能区的内涵与特性之后，尝试着探讨了主体功能区划的理论基础和方法体系。并以新疆为例，根据国家对省级主体功能区规划的要求，在评价了各项区划要素的基础上，运用加权求和法、主导因素法、层次分析法和综合指数法分别对新疆作了主体功能区划，区划结果不尽相同。将四种区划结果结合分析，形成了新疆主体功能区初步方案，得出了部分重点开发区和限制开发区。重点开发区为：乌鲁木齐市、克拉玛依市、石河子市、独山子区、昌吉市、米泉县、阜康市、奎屯市、呼图壁县、玛纳斯县、精河县、鄯善县、库儿勒市、焉耆回族自治县、阿克苏市等的基本农田和环境政治以外的绿洲地区。限制开发区包括：阿合奇县、阿克陶县、巴楚县、巴里坤哈萨克自治县、布尔津县、福海县、富蕴县、和布克赛尔蒙古自治县、和田县、吉木乃县、柯坪县、洛浦县、麦盖提县、民丰县、木垒哈萨克自治县、皮山县、且末县、青河县、若羌县、沙雅县、塔什库尔干塔吉克自治县、托里县、尉犁县、温宿县、乌恰县、乌什县、新和县、新源县、叶城县、伊吾县、英吉沙县、于田县、裕民县、岳普湖县等地。关键词：主体功能区 区划 方法体系 新疆Major function oriented zoning is a part of spatial planning of national land. To divide major functional area, acessment of resources environment and social economic development is the first step. By anlysizing loading capacity and development potential of regional exploitation,orientation and development trend of counties can be predicted.Then different major development function oriented zones can be distinguished. Connotation and specific property of major fuction oriented areas was firstly discussed.After that ,this paper researched theory and method system of zoning.Then take Xinjiang as an example, and find there is different among results by the weighted sum method, principal factor method, comprehensive index method and analytic hierarchy process. Based on a combination analysis of the four different zoning results, preliminary plan of Xinjiang major function oriented zoning is summarized. Some key-development districts and constraint exploitation districts are concluded. Key-development districts: oasis regionss except prime farmland and environment renovation areas in Urumchi,Karamay,Dushanzi,Shihezi,Changji, Miquan,Fukang, Kuitun, Hutubi,,Manas,Jinghe,Shanshan, kuala,Yanqi and Aksu. Constraint exploitation districts:Aheqi,Aketao,Bachu,Balikun,Burqin,Fuhai,Fuyun, Hoboksar,Hotan,Jimunai,Keping,luopu,Maigaiti,Minfeng, Mori,Pishan, Qiemo, Reqiang, Qinghe, Xayar, Taxkorgan,Toli, Yuli, Wensu, Ulugqat, Wushi,Xinhe,Xinyuan, Yecheng,, Yiwu, Yengisar, Yutian,Yumin, Yuepuhu ect. |
