英文摘要	Generally Western scholars think that active local participation in decisionmaking is a precondition for benefits reaching communities: In developing countries, however, this paradigm is difficult to put into practice owing to various constraints. Based on a study in the jiuzhaigou Biosphere Reserve of China, it is demonstrated that despite weak participation in decisionmaking processes, the local community can benefit sufficiently from tourism. Thus, to have a say in the management arena is only one of many ways to ensure that local people benefit from ecotourism. Rather, the modes of participation are related to the institutional arrangements and the different stages of tourism development present in a community. (c) 2005 Elsevier Ltd.
