| 英文摘要 | 王德文，厦门大学公共事务学院教授、博士生导师；任洁，厦门大学公共事务学院博士研究生。; 【中文摘要】日益加深的人口老龄化是目前我国面临的重要社会问题。当下我国很多社区建设重物理环境轻社会环境，行政化色彩浓厚，缺乏社区居民的参与，同时，建设广度和深度还难以满足老年人口的社区养老需求。发达国家如英国、美国和加拿大等国虽然不存在老年友善社区建设的“金标准”，但是非常强调培育居民尤其老年人参与的社区自治能力，同时，它们的老年阶段三项制 度安排(养老保障、医疗保险与老年照护保险制度)很好地协同了老年友善城市/社区建设，这些政策为老年人口社区居家养老不但提供了政策环境与可持续的经济保障，还提供了必要社区物理环境与人文文化等保障。老年友善社区的构建，除了要加强顶层设计的科学性，进一步完善社会保障体系外，还要在社区建设中完善自下而上的决策参与平台，同时探索多主体共建机制。 【Abstract】Our society confronts a great challenge of ageing population. In China, the current community construction pays more emphasis on physical environment than on social environment. It can hardly meet the elderly demands either in width or in depth. Meanwhile, due to the overwhelming government administration, the construction lacks the participation of social force at the grass-roots level. There do not exist golden standards in the construction of age-friendly communities from the practices in UK, US and Canada. However, each of them stresses the cultivation of community autonomy ability encouraging residents especially the elderly to participate in public affairs. Meanwhile, three institutional arrangements, i.e. Social Security Pension, Medical Insurance and Elderly Care Insurance System well cooperate with age-friendly city/community construction. These policies provide not only the policy environment and the sustainable economic security, but also the necessary physical environment and the humanities concern. In China, community construction should strengthen top-level policy design, complete the system of social security and develop the bottom-up policy-making path. Furthermore, the mechanism of the multi-agent cooperation needs to be explored.; 高等学校新世纪优秀人才支持计划资助（2011 NCETFJ) |
