英文摘要	郭小聪，中山大学政治与公共事务管理学院、中国公共管理研究中心教授、博士生 导师，管理学博士；代凯，中山大学政治与公共事务管理学院博士研究生。; 【中文摘要】公民参与是公共行政研究者与实践者长期关注的议题之一。公民参与包含参与议题、参与者、参与程序和参与机制等四个关键元素。围绕公民参与“倡导论”“怀疑论”与“平衡论” 的理论争辩，已有研究在公民参与实践效果、公民参与发生机制与效果机制以及公民参与实践改善等方面积累了大量的经验研究文献。海外公民参与研究呈现出研究理论丰富化、研究方法多样 化、研究问题精细化和研究指向实践化等特点和趋势，对推进中国公民参与研究发展与实践改善具有重要的启示意义。 【Abstract】Citizen participation (CP) has long sincc been an important issue for both scholars on and practitioners of public administration. CP includes four key elements，i.e.CP issues， CP participants，CP procedures and CP mecha¬nisms. Centering around the controversies over CP's “advocacy theory”，“ skepticism theory” and “ balance theory”，scholars have conducted a great number of studies of effects CP practice，mechanisms of CP occurrence， mechanisms of CP effects，and improvement of CP practice. This paper presents a literature review of overseas empirical studies of CP and reveals some characteristics and trends in the research on CP，i.e.，constant enhancement of theorization，diversification of research methods，increase in attention to concrete and specific problems，and greater emphasis on practice-oriented research.
