英文摘要	唐桦，厦门大学台湾研究院助理教授。; 【中文摘要】海峡两岸关系和平发展进入新时期，交通的便利、信息传递的迅捷和合作的深化伴随非政府组织的蓬勃发展，都在呼唤两岸走向主体多元化、权力分散化和机制综合化的合作治理，其核心要义是最大限度地增进两岸人民的共同利益。认同要素、逻辑要素和载体要素是处理两岸共同事务过程中的三个结构性关键要素，采取正确的策略，通过优化治理结构、整合参与资源、激发合作动力和培育文化意识四种途径来构建两岸合作治理模式，将有利于克服集体行动的困境，从而实现对两岸共同事务的合作治理。 【Abstract】The peaceful development of the cross strait relations has entered a new period. Convenient transportation,information transmission speed and the deepening of cooperation with non-governmental organizations are calling for diversification of the development, decentralization of power and a mechanism for comprehensive cooperation governance. Its core is to further promote the common interests of people. Identity, logic and the vector elements are the three key structural elements of both sides in dealing with common afairs in the process.
