A significant number of Russian navigation rules already in place establish severe claims for vessels and crews taking part in Arctic shipping. These rules primarily aim to provide safety of navigation and to protect the Arctic environment. This article discusses Russian maritime law and policy as well as the development of navigation rules in the Arctic.［文摘］北极中属于俄罗斯联邦的部分不久就会成为国际航行最重要的区域之一。俄罗斯现有的大部分航行规则向在北极航行的船舶和船员提出了严格的要求，这些规则旨在确保航行安全并保护北极环境。本文讨论了俄罗斯在北极的海洋法律、政策和航行规则的发展。
