| 英文摘要 | 烟叶收购是商业公司依据与种植主体签订的种植收购合同，按照国家下达收购价格和质量标准，遵循公平、公正、公开的原则进行烟叶购进的行为。通过烟叶收购完成了烟叶产权的第一次转变，在整个烟叶供应链中具有重要地位。基层收购站点是商业企业开展为烟叶收购活动的执行单位，目前采用省（市）集中的B/S模式收购系统开展烟叶收购，但在一些偏远地区的收购站点还存在网络不稳定现，断电、断网的情况，如何确保收购系统的安全性、稳定性和持续性，保障网络断网时的站点烟叶收购工作正常开展成为系统必须解决的问题。 针对这些问题，中国烟草提出了建设烟叶收购系统B/S模式的离线保障应用系统的需求，该系统旨在解决基层站点断网情况下，正常...; Tobacco Purchasing is required to follow the national purchase price and quality standards, while according to the contract which was signed between the tobacco growers and Tobacco companies.
