| 英文摘要 | 继2009年中国成为世界第一大出口国后，2013年中国又成为第一大货物贸易国。与此同时，商务部发布的《全球贸易摩擦研究报告(2013)》指出，中国已连续18年成为全球遭受贸易摩擦最多的国家。出口退税，作为国际贸易中各国普遍接受并被WTO认定为合法的贸易政策，不仅可以避免重复征税、降低贸易壁垒，加速贸易自由化进程，还可以作为调节出口的合法合规方式，减少贸易摩擦的发生。同时，出口退税也是一项税收激励机制，政府试图利用出口退税率的调整影响我国的出口规模、产业结构、产品附加值。本文的研究对出口环境变化时政府如何调整实施出口退税政策有一定的指导作用，并对我国出口退税的影响机制研究有一定的启示和借鉴意义。...; China has been the first goods trade nation in 2013 since she became the world's largest exporter in 2009.
