| 英文摘要 | 在现代经济中，国债已经超越了早期单纯作为政府弥补财政赤字的筹资手段，成为金融市场交易的一种重要工具，同时也是政府影响和调控市场，实施相关宏观经济政策的主要工具。我国政府自1981年恢复发行国债以来，已经有20多年的历史，期间我国国债的规模和品种不断扩大。近几年随着经济的迅速增长，我国面临着越来越复杂的宏观形势，迫切需要各种宏观调控政策的组合和协调，共同构筑中国经济的“安全门”。国债作为财政政策和货币政策协调配合的一个最基本的结合部，在协调经济中理应发挥主导作用，但是目前我国国债市场结构的不完善，制约了国债宏观调控作用的发挥。其中最主要的一个原因就是国债期限结构的不合理，限制了我国国债金融功能发...; In the modern economy, the national debt has gone beyond the early simple as the means to make up for budget deficit financing.
