| 英文摘要 | 当前，居民消费需求不足是阻碍中国经济可持续发展和社会和谐进步的主要问题。作为政府的收入再分配活动，财政对居民消费需求有着重要的影响，其中财政支出的影响更为重要。因此，揭示中国财政支出与居民消费需求的关系，以期探寻化解居民消费需求不足问题的途径，具有一定的现实意义。 本文首先分析了居民消费需求的现状和需求不足的成因，认为“二元经济结构”是居民消费需求不足的重要原因，而财政在解决这一问题的过程中处于关键位置。本文所定义的“二元经济结构”包括两个纬度：“城乡二元”和“体制二元”。相应地，财政制度也表现出二元性。城乡公共产品供给范围、水平不同；生产建设型财政特征和公共财政特征并存。接着，分析了财政支...; Currently, the main problem that sets back the sustainable and harmonious development of Chinese economy and society is the deficiency of the residents’ consumption demand.
