| 英文摘要 | 改革开放以来，随着我国与世界各国的经济活动越来越密切，我国利用的外商直接投资越来越多。作为资本补充和技术进步的重要来源，外商直接投资对我国经济增长有很重要的意义。然而，我国利用外资对国民经济不良影响逐渐显现。一方面，中央政府一直以GDP为衡量地方政府业绩的指标导致各地方政府不断加大投资。对外商直接投资作用的过度强调使地方政府争相制定优惠政策，导致外资规模不断扩大，增速过快，对各地区的资源以及环境造成了很大压力；另一方面，大量外资流入国内使得我国外汇储备迅猛增长，对我国的国际收支造成一定压力的同时也对外汇储备的保值增值形成挑战。近30多年来，我国发生了翻天覆地的变化。在新的经济形势下，外商直接投...; Since the reform and opening up, China began to introduce foreign investment.The amount of FDI has changed from less to more.
