| 英文摘要 | 摘要 中国民办高校是在完整的公办高等教育体系之外发展起来的。随着《民办教育促进法》及《民办教育促进法实施条例》的颁布和实施，在法律层面上，政府已经给予公办、民办高校平等的法律地位。在此背景下，笔者就如下问题展开探讨：在高等教育发展过程中，公办、民办高校之间存在不存在竞争，在哪些方面存在竞争，其竞争的层次、竞争的范围、竞争的程度如何。公办、民办高校之间竞争的公平性问题在现实中是否全面得到落实；还是部分得到了落实。通过研究，旨为高等教育决策部门提供发展中国民办高校的理论与实践依据，从而为公办、民办高校的共同协调发展构建一个竞争的公平环境。本论文的研究对象为中国公办高校、民办高校两个群体，以公办、...; Abstract Chinese private universities, at present, are a subordinate weak group, developed outside the established public higher education system, and their development depend on the competition equity between public and private universities.
