| 英文摘要 | 地方政府融资平台于上世纪80年代在我国兴起，不过真正引起国人高度关注还是在2008年末国家反经济周期的经济振兴计划出台之后。地方政府融资平台在应对外生性冲击、加快基础设施建设供给、优化投资环境、推进城镇化建设、创新投融资体制等方面发挥了积极的作用。但是，国际金融危机后地方政府融资平台也暴露出了公司债务主体不清晰、债务担保不规范、信息披露机制不健全等严峻问题。因此,研究地方政府融资平台问题对于国家经济安全、改革发展稳定的全局、“十二五”国民经济能否“稳中求进”、乃至中国能否抓住战略机遇期实现从“崛起”到“超越”的转变,都具有重要意义。 本文试图从地方政府融资平台的作用、风险以及运营模式入手对地...; Local government financing platform in the last century, the rise of the 80's in China, but the real cause of the country's high concern or in the end of the 2008 national anti economic cycle of economic revitalization plan introduced.
