| 英文摘要 | 随着我国政府信息化建设的不断投入和加大，信息化项目采购已然成为政府采购的重要部分。政府信息化项目采购过程中涉及来自组织管理、采购人员、供应商、招标代理、评审委员会等这些方面诸多的风险，均会影响到项目建设的正常运行，不但会给政府带来经济、法律诸多的负面影响，甚至可能引发政府信息资源的安全危机。对信息化项目的采购风险进行识别与评估，提出相对应的风险管控措施对于提高政府采购绩效与提升政府信息化建设水平均具有较深的实际意义。 本论文首先对A政府智能互动服务系统项目的采购现状进行了分析概述，采用风险检查表法进行风险识别，并利用风险矩阵法进行风险评估，明确所有风险发生概率和风险影响程度，并确立项目采购的...; With the increasing investment of government information technology (IT), IT project procurement has become an important part of government goods and services purchase.
