| 英文摘要 | 税收流失问题是世界各国共同面临的难题，也是税务研究的热点之一。现实中的税收流失往往是多种因素综合作用的结果，完全符合理论假设的情况是不存在的，而以往有关的研究文献多注重理论分析，缺乏现实税收流失数据的证明。本文从实证的角度出发，通过对南平市地税稽查局2002-2006年稽查的341户纳税户的税收流失和处罚情况进行统计，分析南平市地方税收流失的现状、原因和规模，探讨防止南平市地方税收流失的措施。由于采用来自税务稽查的原始数据进行分析，因此结果较为真实可信，这正是本文的独特之处。根据对稽查数据的统计分析发现：（1）税收流失率和流失规模逐年上升，平均税收流失率为14.6%，年平均流失税款达1.7亿元...; Tax losing is a worldwide problem and one of the hot issues of taxation research.
