| 英文摘要 | 社区是社会的基本单元，社区和谐是社会和谐的基础。在社会管理体制改革的大背景下，社区管理不断出现新的需求和问题。加强社区社会组织建设，有利于承接政府职能，满足居民服务需求，扩大居民参与，维护社区稳定。加强社区社会组织建设，对于推进和谐社区建设，为经济社会发展创造良好的社会环境具有重要的现实意义。本文以杭州市上城区为例，在仔细梳理现有社区社会组织研究相关理论成果的基础上，实证研究上城区社区社会组织参与社区建设的现状，深入分析存在的问题，诸如社区社会组织结构不合理、法律法规制度不健全、政府对社区社会组织管理不到位、培育扶持方式存在缺陷、社区社会组织缺乏独立性、内部运行机制不健全、自身发展能力不足、社...; The community is society's basic unit, the harmonious community is foundation stone of harmonious society.
