| 英文摘要 | 摘要 2003年，银行业监管管理委员会分设后，人民银行的基本职能就发生了一些变化。同时，人民银行在全国拥有1800多个县级支行，人员占整个系统的60%以上。从表面上看，从事微观管理操作的队伍这么庞大，似乎和人民银行主要从事宏观调控职能的法律规定不相匹配。在此情况下，就产生了一个问题:县级人民银行是否还有存在的必要?如果有存在的必要性，县支行又应在县域经济中具有什么样的职能定位? 笔者认为:县级支行的职能定位不仅由法律与理论决定，而且由客观的经济金融基础决定。正是因为中国金融体制和县域经济发展具有的特殊性，决定了基层央行存在的必要性和职能定位。 央行的基本职能包括制定与执行货币政策、维护金...; ABSTRACT Since the establishment of CBRC, the chief function of the People's Bank of China has been changed someplace.
