| 英文摘要 | 随着全球化的不断发展，世界各国的次国家政府国际交往日益增多，政府对外合作的层次和水平不断抬升。尤其是次国家政府间相互缔结的大量国际友城，逐渐转变演化并升格成其对外交往的重要依托。本文在梳理完善次国家政府国际行为理论的前提和基础之上，选择国际友好城市交往作为研究切入点，并以福建省79对国际友城交往为研究样本，由小及大，归纳总结出推动次国家政府国际交往的经验或启示，从全方位、多层次、宽领域的理论与实践视角对次国家政府国际交往提出一些对策建议。 研究发现，随着福建省社会经济的不断发展，对外开放度的不断提高，福建省各级地方政府日益重视国际友好城市交往工作，友城结好数量迅速增长，友城交往活动日益增多，...; With deepening of globalization, the international communications among sub-national governments of different countries is getting more frequent and the level of their exchanges and cooperation is increasingly raised.
