英文摘要	改革开放以来我国政府逐渐从“大政府，小社会”向“小政府，大社会”的职能转变，政府为民众提供公共服务方式的改变是其中重要的体现。政府购买社会工作服务成为一种新的公共服务的实现方式。在政府具体购买过程中会产生政府、社工机构和服务对象三方，而根据中国国情，服务对象主要是通过社区为主要载体进行服务。 我国政府购买社会工作服务处于初步探索阶段，随着政府购买社工服务的兴起，国内对此方面的研究逐渐增多。目前学者主要集中于对政府购买的理论来源、购买社工服务的必要性、服务的群体、服务机构的专业性及政府角色的转换进行探讨，针对社区在政府购买社工服务过程中的角色缺乏较深的分析。本文旨在通过X市H区参与政府购买社工...; Since reform and opening up, the function of Chinese government has gradually transformed from "big government, small society" to “small government, big society”, the change of the government provision of public services for the people is one of the important manifestations.
