| 英文摘要 | 本文研究了福建省地方财政公共安全支出的主要影响因素。在对西方流行的以“警察预算”为代表的公共安全支出理论进行回顾后，笔者梳理了一系列重要的影响因素。通过将这些影响因素数量化整理，建立了2006-2009年福建省县级财政公共安全支出模型。模型分析结果显示，财力供给因素（包括转移支付收入和地方财政收入）是福建省财政公共安全支出的主要影响因素。而在分析财政预算编制及转移支付等财政管理过程后，笔者发现县级财政公共安全支出的疲态化是现行财政分权体制下财权与事权不匹配导致的。必须进一步优化转移支付和财政管理的支出结构才能更为合理地配置公共财政资源，提高公共安全的支出效率。笔者认为，从公共财政和公共管理的角...; The paper studies the main factors of Fujian Province’s local financial public safety spending.
