英文摘要	土地，从其本质属性上来说，是一种自然资源，同时，又是一种社会财富，最重要的，土地是农民的生存条件，以及重要的社会保障资源。尤其是，在中国这样一个人口众多的国家，农业是国家的支柱产业，人多地少的矛盾是当前面临的突出矛盾之一，因此，从某种程度上讲，能否完善的解决好土地问题，将会直接关系到当前社会的热点，也就是，直接关系到“三农问题”。不可否认的是，农村土地承包经营权的流转，则是解决土地问题中，具有相当重要的环节之一。因此，本文从农村土地承包经营权流转的一些基本概念入手，进而对我国目前的土地承包经营权流转之现实，进行必要的分析，并且，在此基础之上，对如何完善土地承包经营权流转，再进行初步的制度和法律...; Land, from the nature of property, it is a natural resource, meanwhile, is a kind of social wealth, and most importantly, the land of the living conditions of farmers, as well as important social support resources.
