| 英文摘要 | 公共利益是城市房屋征收的前提，是对私有财产权进行剥夺的正当理 由，公平补偿是征收的应有之义。《物权法》在坚持保护私有财产的同时， 也兼顾社会公共利益，规定为了公共利益的需要，可以对私人财产进行征收 并给予公平补偿。《物权法》对征收的规定较为原则，具体规范征收活动的 法规是2011年的《国有土地上房屋征收与补偿条例》，它在保护被征收人财 产权方面有了较大的进步，然而在具体的执行过程中，仍旧存在许多侵犯被 征收人合法权益的问题，引发了大量的流血冲突事件，严重影响了社会的安 定稳定。法治是文明社会的核心要素，依法征收是依法治国、建设法治和文 明社会的题中之义。在全面推进依法治国的时代...; to various certain extents.
