| 英文摘要 | 财政手段是指政府通过对财政收入和支出总量的调节来影响总需求，使之与总供给相适应的经济政策。救市是一种宏观调控行为，是政府通过“有形的手”对经济发展所进行的干预。就政府救市的手段而言，政府可以通过货币手段、财政手段、产业调控手段等手段进行救市，当然，财政手段是最为重要的救市手段。就具体的方式而言，财政手段一般包括预算、国债、税收、转移支付等手段。财政手段具有强制性的特征，主要依赖行政系统推行，在政府救市手段中具有基础性地位。在2008年金融危机爆发之后，美国、欧盟和日本等主要资本主义国家都进行了政府救市，在此过程中财政手段也成为政府救市的主要手段之一。就美国而言，其主要采用预算、向银行注资、为银...; Financial means is kind of financial policy that the governments adapt the gross demand and supply by adjusting the gross financial revenue and expense.
