英文摘要	被喻为“自由企业大宪章”的《反垄断法》的出台让我们看到了国家维护市场自由和促进市场竞争的决心。然而“千呼万唤始出来”的《反垄断法》依然没有解决反垄断法与行业立法之间的关系问题，不同执法机构之间法律选择和法律适用的难题依然存在。电力行业是国民经济的支柱型产业，电力行业的发展关乎国计民生和国家的长治久安。由于受多种因素尤其是执法机构管辖权限不明的影响，我国电力行业的反垄断执法效果不尽人意。本文拟在研究国外电力行业反垄断管辖权配置模式及总结影响反垄断管辖权配置的相关因素的基础上，提出适合我国电力行业发展的反垄断管辖权配置模式。 除引言和结语外，全文分为三章： 第一章，电力行业反垄断管辖权配置模式...; After having debated and bargained for thirteen years, Anti-monopoly Law of the People’s Republic of China has been officially promulgated in 2007,and implemented from the year of 2008.
