| 英文摘要 | 本文探讨了改革开放30年我国农业部门人力资本及其效率问题,并与非农业部门进行比较。结果表明,农业部门和非农业部门人力资本总量均呈增加趋势,但农业部门人力资本占比持续下降;农业部门的人力资本生产率低于非农业部门,全要素生产率在1990年前与非农业部门相近,但此后开始逐渐低于非农业部门,并且差距有不断扩大趋势。前者的主要原因是人力资本的资本配置比的贡献不同,后者主要是因为劳动力人力资本水平的影响效应不同;进一步考察人力资本重新配置,发现人力资本的自由流动虽然提高了整体效率,但也导致农业部门的发展萎缩。最后提出对策建议。; Human capital and its efficiency in agriculture industry are discussed and compared with those in non-agriculture industry in the paper.The results show as follows: agriculture and non-agriculture human capitals both increased year by year,but agriculture human capital proportions took on downtrend;agriculture human capital productivity were all below non-agriculture's,its TFP were close to non-agriculture's before 1990,but obviously below it then on,and the former gap reason was the different ratio of human capital to material capital,and the latter gap reason was the different human capital effects on TFP;if human capital will be arranged,it is discovered that although human capital free flow improves efficiency,it reduces to agriculture shrinking.In the end this paper puts forward policies to promote agriculture.; 国家自然科学基金(项目编号:71072054);福建省社会科学规划办公室(项目编号:2011A137)资助 |
