| 英文摘要 | 欧洲多层治理环境推动了治理工具及机制创新。“开放式协调法“便是因在欧盟就业政策中的成功运用而在2000年3月欧盟里斯本首脑会议上得到充分肯定的新的治理工具。开放式协调法的产生经历了卢森堡、加的夫、科隆、里斯本等进程,其运作包括了制定行动方针、设置比较基准、制定具体发展目标及行动措施、定期监管及相互学习等四个步骤。开放式协调法的特点在于它融合民主参与与政治参与为一体、平衡了竞争与合作的关系、缓解了一体化与个性化的矛盾。继在就业领域中成功运用后,开放式协调法在教育和社会包容政策等“政治敏感“领域中的运用中也颇有成效。; Multi-layer governance environment in Europe facilitates innovation of governance tool and mechanism.The Open Method of Coordination(OMC)is such a new governance tool which was introduced on Lisbon European Council in March 2000 after obtaining great success in employment field.The Open Method of Coordination(OMC)has experienced Luxembourg,Cardiff,Cologne and Lisbon Process,and it has four steps,that's fixing guidelines,establishing benchmarks to compare,setting specific targets and adopting measures,periodic monitoring and mutual learning.The Open Method of Coordination(OMC)has integrated democratic and political participation,balanced competition and cooperation,eased contradiction between integration and individuation.Since the Open Method of Coordination(OMC)is successful in employment field,it has been applied to "political sensitive" fields such as education,social inclusion and it's also effective. |
