| 英文摘要 | 20世纪90年代以来,马来西亚的跨国合作教育蓬勃发展,不仅提升了本国高等教育的整体实力和国际化水平,还为马来西亚朝着区域教育中心的目标发展奠定了坚实的基础。马来西亚政府制定了一系列政策法规,有力地促进了跨国合作教育的发展,保证了质量。研究表明,马来西亚在比较薄弱的高等教育基础上,初步构建了符合自身国情的跨国合作教育治理模式,如强调政府的监督职能,建立严格的质量标准和监管程序;确立跨国合作教育的合法身份和地位,全面引入市场机制和企业化管理;重视和平衡跨国合作教育中国际化与本土化、效率与公平等关系。; Transnational education in Malaysia has been booming since the 1990 s,which not only greatly enhanced the overall strength of the national and international higher education,but also laid a solid foundation for Malaysia towards the goal of developing itself as a regional education center.In fact,in order to guarantee the quality of transnational cooperation of education,Malaysia established relevant laws and regulations accordingly.The study shows that Malaysia has already started to set up a transnational education management mode which complies with its own situation,on the basis of its relatively weak higher education.The mode can be summarized as follows:highlight supervision function of government; set up a strict quality standards and monitoring procedures; establish the legal identity and status of transnational education cooperation,introduce into comprehensive market mechanisms and enterprise management; maintain the balance between internationalization and localization of transnational education; emphasize on the resolution of conflicts between the efficiency and equity in transnational education.; 全国教育科学规划教育部重点课题“美国现代大学制度的形成和发展研究”(DOA130362) |
