英文摘要	发展混合所有制经济体系,有利于增强国有企业在国家宏观调控中发挥弥补市场失灵、克服市场机制缺陷等积极作用。该文在厘清发展混合所有制经济体系的目的、方向之后,介绍了国外的相关理论和实践,分析了混合所有制的效用程度、国有资本的持股比例、公共利益与企业利益的协调等重要问题,进而提出了发展混合所有制经济体系的相关建议:将国企或其业务单元按行业分为公共服务行业、国家安全行业、战略性行业、一般性竞争行业等类别,结合其功能分别进行有针对性的改革,相关国企引入优势互补、以产业投资而非财务投资为目标的私营股东,国企应就企业承担的公共利益与企业利益的平衡问题与潜在的私营股东进行谈判,必要时在董事会、监事会下设立专职的参谋、监督机构,等等。; The development of mixed ownership economy and the relevant reform of stateowned enterprises are difficult and key problems in economy.The development of mixed ownership economy has the benefits of overcoming the flaws of market economy,such as market failure,and may build beneficial governance structures between market and hierarchy in the mixed ownership enterprises.Then it is favorable to the development of both state-owned enterprises and private enterprises.This article demostrates the purpose of the development of mixed ownership economy and describes a few theories and practice in some countries.And it analyses the role of mixed ownership structure,the appropriate ratio of state-owned share,the balance of public and private benefit,and etc.Then it proposes some development strategies of mixed ownership economy.They include that the targeted reform based on industry and function of state-owned enterprises,choosing the private investor with complementary advantage and the goal of industrial investment instead of financial investment,negociating the balance of public and private benefit with potential private investors,and etc.
