英文摘要	达尔作为当代民主理论的大师,国内外学界对其民主理论的分析多着重于其早期的多元民主理论,由此忽视了其晚期对理想程序民主理论的分析,而这导致对其政治平等观念的淡化处理。但是遵循着达尔民主理论的逻辑发展,可知其理论是建立在实质的政治平等观念基础之上,政治平等是民主的逻辑起点与预设前提。达尔民主理论自身具有着逻辑上的复杂性,理想的程序民主与现实政治中的多元民主理论有着一种紧张关系,即如何实现理想民主中的“人人平等“与多元民主中政治影响力的不平等,因此厘清政治平等与民主和多元民主的关系是理解达尔民主理论的关键。文章将以政治平等观念为核心,划分为三个部分以阐述达尔民主理论中的政治平等观:一是介绍达尔的政治平等内涵;二是分析政治平等在理想民主中的体现;三是分析政治平等在现实的多元政体下如何实现。; Dahl as a master of modern democratic theory, more scholars research always focus on his early theory of pluralist democracy, thus ignore the late procedural democratic theory, which lead to downplay the political equality.But follows the logic development of Dahl's democratic theory, shows its theory is based on the essence of political equality, political equality is the logical starting point and the precondition of democracy.Dahl's democratic theory has the complexity of the logic, the ideal procedure democracy and political reality has a tension between the theory of pluralist democracy, namely, how to realize the ideal of democracy "equality" and pluralist democracy in the political influence of inequality.So to clarify the relation between political equality and procedure democracy is the key to understand Dahl's democratic theory.
