英文摘要	现行公务消费信息公开的数据质量堪忧,难以满足民众的知情权,削弱了公务消费信息公开制度的效力。论文采取质性研究的案例研究方法,以访谈资料为基础,剖析了制约公共消费信息公开数据质量的政治因素和技术限制;研究发现公开标准的泛化、责任机制缺失、会计制度的漏洞和官僚组织成员的机会主义行为,致使公务消费公开的统计数据质量低下。研究结论对于提升我国公务消费信息公开的数据质量,有效满足公众对财政支出的知情权,具有一定的启示意义。; Due to the poor quality of information disclosed for public consumption,it is difficult to meet the public's right to know.This has crippled the effectiveness of public information disclosure as an institution.This paper employs qualitative research methodsto describe the politics and technology limitations on the data quality of information disclosed for public consumption.The data's poor quality comes from a generalization about publicity standards,the deficiency of any obligation to disclose information,the loophole of accounting institutions and the opportunistic behaviors of bureaucrats.This research has implications for improving the data quality of information disclosed for public consumption and meeting the public's right to know about public finance expenditures.; 中央高校基本科研业务费项目(20720140013); 厦门大学繁荣哲学社会科学项目(0220Y07200)
