中文摘要	采用实证研究的方法,时间序列数据以图、表为主要表现形式,对厦门的能源消费水平和利用效率、能源消费结构、工业"三废"排放状况等进行了分析.作者认为,在调整能源消费结构和节能减排这些重大战略举措的实施中,应当充分发挥管理的作用,优先调整能源消费结构,加强对新的清洁能源的研发管理、激励和约束,并重加大对高耗能高污染企业的监管力度,并重视能源的计量管理.; This paper analyzes the level,efficiency and structure of energy consumption in Xiamen and its industrial"three wastes"discharge status,supported by time series data from practice.We propose that management policies play an active role in 1)giving high priority to energy consumption structure adjustment,2)promoting research and development of new clean energy,3)enhancing regulation of high-energy high-pollution enterprises,and 4)improving management of quantitative energy measurement.; 【作者单位】集美大学工商管理学院；【作者英文名】LING Hui-hua(School of Business Administration,Jimei University,Xiamen,Fujian 361021)
