中文摘要	对于基础设施项目,过去的研究多集中在项目管理模式及风险分类方面,几乎没有涉及项目全寿命周期的政府监管问题,特别是项目招标计划阶段的监管。本文通过对比分析发现,对于在基础设施项目可行性研究报告中应予以明确的招标内容,政府现有的法律、法规或政策的监管条文主要针对政府投资项目制定,不适用于民间投资项目。为了有效地监管拟利用民间投资的基础设施项目的前期计划,本文从投资保障、招标监管权限、项目管理模式、初步发包方案、承包商的选择方式等方面,提出了有关法律、法规和政策的改进建议。; The past study of infrastructure projects mainly concentrated on project management mode and project risk classification,and rarely discussed the government regulation on project lifecycle,especially on its tender planning phase.In this paper,comparative analysis reveals that the relevant laws,administrative rules and policies on the feasibility study report of the tendering projects are only applicable to the government investment but not to the private investment.In order to effectively regulate the planning of infrastructure projects invested by private company,this paper puts forward the relevant laws,regulations and policies for improvement,concerning investment guarantee,tendering regulation right,project management mode,preliminary tender scheme and selecting method of contractor.; 【作者单位】集美大学工程技术学院；【作者英文名】Du Xiangrong,Xiao Jing (School of Engineering and Technology,Jimei University,Xiamen,361021)
