| 中文摘要 | 公立产业技术研究院既不同于大学的研究所也不同于国家实验室,它是一种旨在促进科技成果产业化的公共技术研发服务机构,在新兴工业化经济体的追赶过程中,公立产业技术研究院有效地促进了区域技术能力的快速跃迁,其中,我国台湾工业技术研究院发挥作用最为典型。有着40年历史的台湾工研院(ITRI)经历了三个不同的发展阶段,有力地促进了先进技术在台湾的扩散、孵化了若干科技型中小企业,成为创新型企业家成长的"摇篮"。后发国家(地区)企业的创新资源相对不足,创新能力相对较弱,且产学研结合的效率普遍不高,公立产业技术研究院可以有效克服市场失灵,将科技供给与科技需求很好地结合起来,解决竞争前技术供给不足的矛盾,促进当地高技术产业的快速成长,继而促进区域技术能力的发展,这是台湾工研院给我们的重要启示。; Different from the University institutes and the National labs,the public industrial technology research Institutes are specific service organizations which are designed to promote the industrialization of R & D outputs in a country of a region. The public industrial technology institutes play an important role in the catching-up process of the newly industrialized economies,which help to overcome the market failure and promote to get great jump of regional technology capability. This article analyzes the case of Industrial Technology Research Institute( ITRI) of Taiwan,concluding the successful experiences of ITRI in the past 40 years,explains its key roles and the main functions in the system of regional innovation system,points out the implications of the experiences from ITRI. |
