中文摘要	2004年以来,英国实施了新的空间规划体系,对整个规划思路和框架进行了创新性的改革。这一新的规划体系摆脱了早期规划对乡村发展的制约,打破了对乡村认知简单化的观念误区,以空间为对象,给予了乡村平等的发展机遇。该体系特征可有效应对目前英国乡村发展所面临的经济、社会、环境等一系列问题,在以发展为主的普通乡村地区和以保护为主的国家公园区域都有很好的实践应用。通过了解英国新空间规划体系对乡村发展的意义,我们可从理念和操作方法两个层面反思中国现有规划体系,为快速城市化时期的城乡发展事业提供有益的借鉴。; Since 2004, the UK has introduced a new spatial planning system, which helps innovate the whole planning ideas as well as the framework. This new planning system gets rid of the constraints of the early one for rural development and breaks simplistic misunderstandings of rural development. The way of taking space as researching object gives equal opportunities for both rural and urban areas. Specii c characteristics of spatial planning can ef ectively deal with a range of economic, social and environmental issues faced by rural areas. Sound planning practice achievements can be found in both types of rural areas. By understanding the signii cance of the new spatial planning system for rural development, we can then try to improve our system from two levels of attitudes and operation methods. Useful advice will be given to urban and rural development in the period of rapid urbanization.
