One is to enhance the interaction between regional higher education resources and socio-economic;the other is to impel the overall development of higher education resources. To achieve the goals,it is necessary to build cooperation mechanism that highlights main regional demand;to perfect performance-based and regional-oriented diversified funding mechanism;to build macro-controlled and self-regulated regional discipline coordinated development mechanism;to build monitoring mechanism which values the procedural quality of regional higher education;to build employment mechanism which guides graduate to distribute rationally in different regions.
