中文摘要	在目前中国的城市规划体制下,战略规划和行动计划都是非正式规划,其实践探索提出了对于城市规划体制的改革诉求:中央与地方之间的规划分权;城市地区之间的协作竞争;行政部门之间的事权重划;规划师团体的“话语权”诉求;规划类型的重新调整;规划技术的创新实验。对于技术层面的改革要求,应当鼓励规划师进行规划技术的创新实验,支持地方政府在城市规划中进行不同类型的规划尝试,并给予规划师和公众充分的“话语权”;对于制度层面的改革要求,应把城市规划放在改革的大环境中去考察,关注政治体制改革的进展,“适时而动”。; In current city planning system, strategy plan and action plan are informal. Recent practice of informal planning put forward the reform purpose for city planning system. For the purpose, planners should be encouraged to inn ovate planning skills, local governments be supported to test different planning type, and public and planners be given more judging right. The reform of city planning system should be studied with the background of political structure, and be pushed according to the political reform.
