| 中文摘要 | 本文采用政策科学中的多源流理论重点分析了在近年来中国高校校办企业转制过程中,问题流、政策流和政治流是如何汇聚从而打开政策之窗并推动政策发展。文章以TH大学校企改制为案例,从治理结构、产权配置和经营机制等层面分析了从校办企业到校有企业转变的历程与特征,归纳了校有企业这一新兴事物的基本特征。文章最后指出这一转变理顺了大学与企业产权关系,建立了有效的“防火墙”机制,规范了学校投入和撤出机制,加强而非削弱了大学与企业的联系,促进了大学知识产业化的开展。; This paper analyzes how the question stream, policy stream and political stream converged during the process of Chinese university-run enterprises reconstruction so that the policy window was opened up and the transition was promoted. Taking the reconstruction of enterprises run by TH University as an example, this paper exams the process and characteristics of transition from UREs to UOEs and concludes that this transition rationalizes property rights between universities and enterprises, establishes an effective "fire wall", standardizes mechanism of input and withdrawal for university, and strengthens rather than weakens the link between universities and enterprises.; 国家自然科学基金资助项目(70673053)。 |
