| 中文摘要 | 中外伦理经典里,信任是重要德行;作为当代社会道德基础,信任亦受到广泛重视,但是必须超越将信任限于个人品德的传统看法。信任基于获知有关与"我"有对举关系的"人"或"组织"行为的"信息"(知识)。维系和增加社会信任,多元的信息生产与传播机制是关键。专业信息机构、行业协会应能自我组织、自我发展。为辨识和检验信息之真假优劣,应构筑竞争、辨识和辩论的信息共享机制。同时,政府行为信息及其采集的社会管理和市场监管信息,应公诸社会;"公权力"也由此不断接受社会公众的评鉴与监督。; Trust is one of the most important virtues in the moral classics.Being one of the moral foundations in current society,trust deserves wide concerns.Nevertheless we must not confine our views to personal virtue,as traditional view did.Trust is derived from getting to know the information(knowledge) concerning the behaviors of the party(persons or institutions) with which'I'have an engagement.A multilateral mechanism producing and disseminating information plays a key part in preserving and enhancing trust in today's society.Professional information institutions and industry associations have the function of self-organizing and self-developing.In order to recognize and test the qualities of information,a competing,distinguishing,counter-voicing and common-shared information mechanism must be constructed.Meanwhile,information concerning the behavior of government,society managment and market supervision should be made public,and public powers placed under the continuing appraisal and supervision by the masses. |
