| 中文摘要 | 苏联解体以后,俄罗斯进入社会经济转型期,其科学技术领域受到极大冲击。在这种条件下,科技体制改革势在必行,科技政策的调整首当其冲。从1996年至今,俄罗斯联邦政府相继出台一系列科技政策。其根本目的是促进俄罗斯的科学技术为国家经济做出应有贡献。随着这些政策的不断实施,目前俄罗斯科学技术的发展方向已经开始朝着与市场经济相结合、为国计民生服务、建立完善的国家创新系统方向转化。本文主要分析了俄罗斯科技政策总体纲要、优先发展方向政策和创新政策的基本内容及其所存在的问题。; The field of science and technology in Russia has been impacted since USSR broke up in1991.Consequently the innovation of the technological system is imperative under the situation,which the regulation of policy should stand in the breach.A series of technological policy has come into being from 1996 to the present with the ultimate intention of contributing to the national economy.With the actualization of these policies,the developmental direction of the science and technology in Russia has gone to the combination with the market economy,the service for people and the foundation of a complete innovation system.The present study focuses on the analysis of macro-program of the technological policy,the basic content of the prior development policy,innovation policy.At last,the problems concerned has been briefly illustrated on the base of above analysis.; 中俄政府间科技合作计划(〔2003〕284,07-04) |
