| 中文摘要 | 在第一届全国人民代表大会第二次会议上,国务院副总理邓子恢做了题为:“关于根治黄河水害和开发黄河水利的综合规划的报告”(简称“规划”)的政府工作报告。该报告不仅对治理和开发黄河的必要性、可能性和基本方针进行了规划和阐述,而且对三门峡水利枢纽工程(简称三门峡工程)的基本框架进行了详细的论述。然而这个对三门峡工程的决策过程发生了决定性影响的“规划”却存在着一些严重的失误。; In the second session of the first NPC,Deng Zihui,the vice premier at that time,gave a governament work report entitled"The Report of Comprehensive Planning on Permanently Harnessing Yellow River and Developing Yellow Water Conservancy",which not only made a planning and exposition of the necessity,possibility and the fundamental policy of harnessing Yellow river,but also made a detailed discussion of the basic framework of Sanmenxia Multipurpose Dam Project.However,in this"Comprehensive Planning Report"which had a context of times of left premature advance and which effected a decisive influence on the decision-making process of Sanmenxia Multipurpose Dam Project,existed some serious mistakes. |
