| 中文摘要 | 本文在梳理北京市促进高新技术企业成长的政策环境的基础上,通过对北京市高新技术企业的实证研究,对各类促进高新技术企业成长的政策环境之影响性做出了评价并提出了相关建议。本文选取近80家北京市高新技术企业作为研究样本进行统计分析,结果表明:北京市高新技术企业成长相关政策整体而言对企业绩效比较明显。并且,政策对高新技术企业成长性的影响对于不同所有制性质的企业存在差异,对国有、集体所有制企业影响较大,对民营企业影响较小;对于不同成长阶段的企业,对越年轻的企业,政策的影响越大,即政府政策环境对初创企业影响最大,对成熟阶段的企业影响最小。从分类政策上看,一方面,财税政策、区位环境政策以及政府服务质量对于企业的影响较大;另一方面,金融政策、贸易政策对于企业的影响较小;同时,知识产权政策的影响处于一般水平。各项分类政策在执行质量上不存在显著差异,这说明各分类政策影响的差异主要产生于政策内容,而非执行环节。对于影响较大的分类政策,本文进行了进一步的具体分析。最后,本文给出了政府政策调整的几项建议。; After collecting and summarizing Beijing government' s policies on driving growth of high-tech enterprises.this article evaluates the influence of these policies through positive analysis and provides some suggestions.A statistic analysis based on data of nearly 80 high-tech enterprises in Beijing shows that all the policies as a whole have exerted good influence.And about enterprises of different ownership and different growth phrase,it is discovered that government policy has exerted greater effect on stated-owned enterprise,then foreign enterprises and less effect on private enterprises,and the younger the enterprise are,the more effect it can receive from government policies. Specifically,on one hand,financial policies,incubator-related policies and the efficiency of government are all important to the growth of high- tech enterprises.On the other hand, financial policies and trade policies are playing less important roles. In addition,since the implementing qualities of different policies are alike,the difference of those policies' influential power is not rooted in implement but in contents. At last,some suggestions on how to improve government policies in Beijing to better assist high- tech enterprises' growth have been raised.; 北京市科委课题《北京高新技术企业成长环境研究》。 |
