Administrative organs are responsible for the interpretation of specific administrative act in specific conditions. In the process of interpretation, principles of legality, good faith principle and trust protection principle should be faithfully obeyed. The literal meaning of administrative decision document, the action of private party during the administrative decision process, administrative tradition and social habits can all be used to interpret specific administrative act. To review the interpretation of specific administrative act, we should follow both the two principles i.e. the principle of expressionism and the principle of intentionism. On one hand, administrative organ's discretion ought to be respected; on the other hand, measures must be taken to prevent the power abuse of these organs.
